Overview of the Consortium



The Network consists of EMC institutions from 20 countries. There are 11 countries from the European Union, 1 from an Associate State and 8 from Candidate States. There are 26 organisations altogether (12 from the EU, 1 from an Associate State and 13 from Candidate States). They are all involved in technical testing and measurement of electromagnetic compatibility.

The laboratories work or - are in the process of - preparation to operate in the field of implementation of 89/336/EEC Directive. This makes them motivated in participation in the Network and reaching its objectives.

MANAGEMENT AND ADMINISTRATION

Project Management

The Network management structure has been developed to offer maximum of flexibility to address the issues arising from the project whilst maintaining effective control of the project finances and outputs. The proposed structure and work assignment will be confirmed by partners at the kick-off meeting to be held in the second month of the project.

The role of the co-ordinator was appointed to the Institute of Logistics and Warehousing (ILiM) in Poznaņ, Poland. Apart from the Institute's comprehensive experience in project management, it also has complete understanding of the needs of EMC laboratories in the Candidate States, facing the process of implementation of the EMC Directive.

Based on a circle, the Network chart means that any participant may directly communicate and share their problem with others. As the body representing various participants, the Steering Committee monitors the activities of the network, approves completed tasks and products and makes suggestions for the future activities. The main role of the Co-ordinator is to manage day-to-day activity of the Network, co-ordinate and monitor proper realisation of workpackages and their tasks as well as to communicate with the Steering Committee. The Co-ordinator also constitutes the interface with the European Commission. The Principal Contractors are responsible for realisation of strategic workpackages of the Network. Members are active participants of the Network as well as responsible for realisation of some functions. The work of all bodies involved serves to reach the Network objectives. The details are described in the Workplan.

The communication flow results from the Network structure. Each member has direct access to another participant or all of them at the same time. For this purpose the e-mailing system will be established. E-mailing will be subdivided into two subsystems. The first will be internal Network (including the European Commission) communication flow based on the rule oneŽall to communicate members about workshops, meetings, Workpackages, tasks and Network progress but also for technical questions and answers related to EMC Directive implementation in a laboratory day-to-day job. The second emailing system will be public. Apart from Network members it will be mainly designed for interested third parties such as manufactures, constructors, lecturers, students, etc. who have questions relating to the EMC techniques and implementation of the Directive. This may be also used by bodies from outside Europe.

Other tools enabling facilitation of communication will be a quarterly newsletter and a web-site which will additionally provide file downloading tool, links to members' web-sites, additional news about EU legislation in EMC, new standards, harmonisation process in the Candidate States, testing instrumentation, EMC events, etc. The communication tools will be also used for dissemination of the Network achievements and results of the work.

The Steering Committee and Co-ordinator will assure the Network progress control and planning. The results and decisions will be presented in the progress reports based on workpackages, tasks and milestones.
