The SC discussed the following subjects: guidebooks review (G1, G2 and G3) and their translation; matching the level of workshops with the needs of FOR-EMC participants; the perspectives for growth of the discussion list; preparation of the detailed questionnaire on existing instrumentation; intercomparison programme; common mistakes in received reports from FOR-EMC participants; and co-operation with other associations.

The SC decided to remind participants in case of exceeding the planned budged (esp. in other specific costs category), organisations will have to look for savings somewhere else in their project participation as they had agreed with a budget and, by joining the project, had agreed to deliver products "at a fixed price". In some justified cases an alternative solution may be shifting the work to a "cheaper" participant, which will require the approval of both parties and the co-ordinator.

The Steering Committee meeting in Telecom Italia Lab, Turin, Italy

Persons present at the Steering Committee meeting in Telecom Italia Lab, Turin, Italy (24.01.2003): Rudolfo Cerutti (TILAB), Mariano Giunta (TILAB), Rado Lapuh (SIQ), Les McCormack (York), Krzysztof Sieczkarek (ILiM), Maciej R. Tumasz (ILiM).


Mr Cerutti, as the host and the manager of the "Client Premises Equipment & Testing Lab" department, welcomed the participants at TILAB and presented the overview of the unit and its role in Telecom Italia.

The Steering Committee was officially established with the following membership:

It was agreed that Mr. Tumasz, who looks after the administrative matters at the co-ordinating organisation, will attend all Steering Committee (SC) meetings without the right to vote. However, if the SC is not able to make decision by a simple majority, Mr Tumasz's additional vote will be decisive.

Summary of SC decisions:

  1. The SC adopted the motion that on the basis of information submitted by participants, ILiM will suggest three most suitable dates to meeting/workshop host, who will make their choice of one date.
  2. The SC approved the change of date of the first meeting/workshop at ILiM from month 2 of the project being February 2003 to 27/28 March 2003 in order to suit members' availability.
  3. In order to avoid a winter meeting in Norway, the SC suggested exchanging dates of meeting/workshop at Nemko (WP 2.5/3.4) with the one at York (2.6/3.5). Formal approval of both hosts is required. Should this change be approved, York also reserved the right to move the event from January to March 2004.
  4. The SC decided that participants may bring extra people to FOR-EMC events but their costs will not be covered by the project. The host must be informed about such an extension at least 1 month in advance and has the right to refuse admission due to technical limitations.
  5. The SC approved York's proposal to extend their workshop by one day filled with practical lab exercises. Participation in the 3rd day is optional and NOT covered by the project.
  6. The SC agreed to move laboratory meeting at SIQ from month 24 to 23, in order to avoid problems with members' availability in December.
  7. The SC discussed the reporting regime of the project, taking into account the size of the network and relative lack of experience of some of its members. The SC agreed that every organisation will submit their progress reports every 3 months and their cost statements every 6 months to the coordinator.
